Why does the CCS Board of Education vote on incomplete legislation?

I recently requested the legislation presented to the Columbus Board of Education on June 7.  In reviewing the legislation forwarded by Buildings & Grounds, I noticed that the documents were incomplete. On the nine pieces of legislation requesting the expenditure of public dollars, the statement Please provide additional information if LEDE participation was not achieved: is NEVER completed under the LEDE Outreach Section.  

Why is legislation forwarded to the elected board that is incomplete? Why is the elected board voting on legislation that is incomplete?  If the information is on the form, why are departments not completing it?

 As usual, in a predominately Black school district, the riches went to white companies.
