Bids will be received by the Owner, Talbert House, at 2600 Victory Parkway, Cincinnati, OH 45206 until Friday, March 13, 2015, at 3:00 PM, Eastern Daylight Time at which time and place the Bids will be publicly opened and read aloud.

The work will be performed under ONE Firm Fixed Price contract with the Owner.

Bidders may purchase Bidding Documents as prepared by PCA ArchitecturePSC from Phipps Reprographics, 6920 Plainfield Rd. Cincinnati, Ohio, 45236 Tele: (513) 793-1030 after 1:00 PM, February 12, 2015 at a NON-refundable reproduction cost of $75.00 plus tax for each set. Bidders should call in advance to order their sets. A set of Bidding Documents is comprised of one set of drawings and one bound set of the project manual.

A mandatory pre-bid meeting will be held at Pathways for Women, 1616 Harrison Avenue, Cincinnati, OH 45214, on February 20, 2015 at 10:00 A.M. for interested parties.

  • The Bidder by making a Bid represents: that the Bid is made in compliance with the Bidding Documents and the Bidder has visited the site, and become familiar with local conditions under which the Work is to be performed. Failure to include work covered by the bid submitted shall make the bid non-responsive.
  • An entry left blank on the Form of Proposal shall be interpreted as no price change.
  • The successful Bidder will be required to furnish an alternate for a Performance Bond and Labor and Material Payment Bond in an amount not less than 100% of the Contract Sum.
  • The Owner reserves the right to waive informalities in any bid and to reject any and/all bids. The Owner shall, at its sole discretion, consider the qualifications of the bidders including the bidders’ financial ability to the complete the Contract; work history; safety record; and the qualifications and experience of subcontractors, suppliers, and distributors.
  • Bids received after the time and date for receipt of Bids will be returned unopened. Oral, telephonic, telegraphic, facsimile or other electronically transmitted Bids will not be considered.
  • The Owner shall have the right to accept Alternates in any order or combination to determine the low Bidder on the basis of the sum of the Base Bid and Alternates accepted.
  • No Bidder may modify, withdraw, or cancel his Bid for sixty (60) days from the actual time and date designated for the receipt of Bids.A bid bond or a certified check for 10% of the total bid shall be submitted with the bid proposal.
  • This project is not subject to Ohio’s residential prevailing wage requirements.

The work must be completed 90 days from issuance of the building permit or the date of the Construction Contract, whichever is later. Liquidated damages: As actual damages for delay in completion of Work are impossible to determine, the Contractor and his Surety shall be liable for and shall pay to the Owner the sum of five hundred dollars ($500.00), not as a penalty, but as fixed, agreed and liquated damages for each calendar day of delay until the Contract Work is substantially completed as defined in the General Conditions of the Contract. The Form of Proposal shall be submitted in an opaque sealed envelope with the outside clearly marked with the name of the Project and the name of the Bidder and should be addressed to:
