Dr. Julian M. Earls is Executive in Residence at the Monte Ahuja College of Business at Cleveland State University in Ohio. He retired from the position of Director of the National Aeronautics and Space Administration’s Glenn Research Center in Cleveland (GRC). As Director of GRC he managed a budget of $740 million and a workforce of over 3000 personnel. In one year as Director of GRC, he awarded over $180 million in contracts to socioeconomic businesses and grants to Historically Black Colleges and Universities (HBCU’s), Tribal Colleges, and Hispanic Serving Institutions. He co-chaired the Science and Mathematics Education Policy Advisory Council (SAMEPAC) for the State of Ohio. SAMEPAC, upon appointment by the Governor of the State Of Ohio, produced a report defining initiatives to improve science and mathematics education in Ohio, grades P-K through 16. Also Dr. Earls is President of Entrepreneurial Engagement Ohio (EEO). EEO, in collaboration with the Ohio Academy of Science, was granted $5million for scholarships to Ohio High School Students who create projects in Science, Technology, Engineering, Mathematics (STEM) and Entrepreneurialism.
At Cleveland State University, he co-chaired the Task Force that created the Campus International School on the CSU campus. The CIS is a K-12 Cleveland Public School and adopted the International Baccalaureate Program curriculum. Students at CIS begin the study of Mandarin Chinese in kindergarten. In addition, he led the CSU Team that established 11th and 12th grades of the Cleveland School District’s STEM High School on the CSU Campus.
Dr. Earls is co-founder of the Development Fund for Black Students in Science and Technology which awards scholarships to Black Students who attend HBCU’s. In tribute to his wife, he established the Zenobia N. Earls Scholarship which is presented to students who attend Howard University in DC and Norfolk State University in Virginia. In his honor, the Dr. Julian M. Earls College Scholarship annually is presented by the Ohio Aerospace Institute and the National Technical Association, and the Julian Earls Community Achievement Scholarship is awarded to Beachwood High School graduating seniors by the Ariane Kirkpatrick Award Team. As a mentor, he has guided untold numbers of students through high school, college, and the professions. He has been awarded the Golden Torch Award by the National Society of Black Engineers, the largest black student engineering organization in the Nation and the Lifetime Achievement Award by the Black Professionals Association. The Dr. Julian M. Earls Community Service Award annually is presented by the Beachwood Diversity Council.
Dr. Earls holds eleven university degrees including; the B.S degree in Physics from Norfolk State University in Virginia, the M.S. Degree in Radiation Biology from the University of Rochester School of Medicine and Dentistry in New York, the M.S. Degree and Ph.D. Degree in Radiation Physics from the University of Michigan. He has been awarded the Honorary Doctor of Pedagogy Degree by Nova Southeastern University, the Honorary Doctor of Humane Letters Degree by Wilberforce University and Honorary Doctor of Science Degrees by; Cleveland State University, Norfolk State University, Howard University, The Vaughn College of Aeronautics, and North Carolina A & T State University. In addition, he is a graduate of the Harvard Business School. He has received Distinguished Alumni Awards from Norfolk State University and the University of Michigan.
Dr. Earls is the author of 31 publications and has received NASA Medals for Outstanding Leadership, Exceptional Achievement, and Distinguished Service. He received the Executive Presidential Rank Award from both President William Clinton and President George W. Bush. He was; an inaugural inductee into the National Black College Alumni Hall of Fame along with Dr. Martin Luther King, Jr. and U.S. Supreme Court Justice Thurgood Marshall; inducted into the NASA GRC Hall of Fame; and inducted into the Monte Ahuja Business College Hall of Fame.
He is a runner who has completed 27 marathons, including the Boston Marathon. He was honored to carry the Olympic Torch on its route through Cleveland for the Salt Lake City 2002 Winter Olympic Games. He is a member of Sigma Pi Phi Fraternity and a Life Member of Kappa Alpha Psi Fraternity and the NAACP.
Dr. Earls has been married for over 54 years to his college sweetheart, Zenobia, a retired Cleveland Public School teacher. They have two sons, Julian Jr. and Gregory. Julian, Jr. is a neurologist who graduated from Howard University and the Case Western Reserve University School of Medicine. Gregory is a filmmaker with 20th Century Fox Films and graduated from Norfolk State University and The American Film Institute in Hollywood. Gregory is married to Stephania. Julian and his wife, Dr. Pamela, are the parents of Madisyn and Mariah the two granddaughters upon whom Dr. Earls, Sr. bestows unlimited love and affection.
